This seems like a big deal. This is exactly why it's so important to try Gonzales. Not just to get him for perjury (a substantial motive in and of itself) but to find out what the administration was up to for all those years. There's all the reason in the world to imagine that their activities were deeply unconstitutional. And --especially if what Bush ordered is no longer standard practice--there's literally not a single reason I can think of to wait years and years for those activities to be uncovered.

That is what Bush/Cheney would imply that is the case. But I haven't heard an explicit denial that the other programs authorized by the recurring Ex. Order were discontinued. They just as likely were continued under another order (and name), but are hidden because they are national security and the president 'hasn't disclosed them'.
Nothing can be inferred from these guys that is honest.
