I'm not sure if this is quantifiable in any way, but it seems to me that it's not simply a big victory for America to automatically green card all high-skilled foreign students who get their diplomas at American universities. In the short term, yes, it probably helps maintain our standard of living. But my instinct is that it also contributes to brain drain in developing countries and that this, in the long term, is bad not just for those countries, but for us, too.
